Hugh Bailey, At-Large Candidate for Montgomery County Council

Hugh grew up in a household where it was not enough to personally get-ahead and be successful. He learned from his parents, long-time civil rights and social justice activists, that concern for the well-being of your fellow man is a paramount measure of success. He was also taught that if he saw a need for change in society that it was his responsibility to be an agent and advocate for that change. is an at-large candidate for the Montgomery County Council.

He incorporated these values into his life, his work and now into his bid for public office. Hugh cares about making the opportunities — housing, livable wages, quality education for all children, good transportation, health care, and a healthy environment — that are offered in this great county available to everyone that lives here.

As a workforce development professional, Hugh manages a program that assists people with finding good jobs that pay livable wages. He has spent many years working to improve the conditions of working people and their families. Prior to this position, Hugh Bailey was the National Program Director for American Community Partnerships, a national non-profit. In that position, he managed programs across the county that assisted public housing residents, primarily women and people of color, obtain long-lasting careers. Through this position, working with municipal governments and labor unions, hundreds of workers acquired jobs. Earlier in his career, Hugh served as senior program officer for higher education initiatives at the Corporation for National Service, where he worked with colleges and universities to incorporate community service into the academic curriculum.

Hugh has served the community on many levels. He formerly served on the founding board of the Community-Campus Partnership for Health and the UNCF/Ford Foundation Service-Learning Advisory Board. He is also a graduate of the 2002 Class of Leadership Montgomery. Hugh Bailey currently sits on the board of the National Association of Workforce Development Professionals. He is also a member of the African American Democratic Club of Montgomery County, and the NAACP. He attends People’s Community Baptist Church.

Hugh was born in North Carolina and moved to Silver Spring while in high school. He graduated from John F. Kennedy High School. He received a Bachelor of Arts degree in political science from North Carolina A&T State University. Hugh and his family live in Gaithersburg.
